GCSE breaks/separate accommodation

My 14 year old will be taking GCSEs in 2 years. He's already diagnosed with dyslexia and I understand that because he's improved he won't get extra time in the exam as he's above the thresholds.

His real barrier I believe is his focus. We really don't want to have him tested for ADHD as he would be at the mild end and would HATE the label. We feel it would be detrimental to his self esteem.
The main issue is can he can access arrangements for his exams without a formal diagnosis, just through need? I've looked at the regulations but they're so dense! I'm meeting his SFL head today but wanted to be forearmed!
