LEA funding for independent specialist dyslexia schools

I am rather confused as independent specialist dyslexia schools say on their websites, and the ofsted or equilavent private report, and the crested resport say that around 70% of pupils in a number of schools are funded by their LEA. How?? Does anybody have a statement for a child with a specific learning disorder rather than an underlying lifelong condition or have secured specialist teaching for them? A member of the teaching staff at such a school told DH that the best way of getting LEA funding was if the child was a school refuser rather than the 'severity' of pure dyslexic difficulties.
