SEN pupils - pupils with SEN - help with explaining the difference please

I've been asked to look at the ideas in a SEN policy written for a new-in-post SENCo, the principles are good but they've used the phrase 'SEN pupils' think it should be 'students with SEN' & have seen it corrected on MN a few times.

Could you give me a succinct explanation why so I don't sound like a finicky arse. TIA

Is it to do with not defining the children by their special needs. They are children who happen to have special needs not SEN children.

As sarah said.

my son has autism . he is a boy - he is funny, kind, loving, interesting and he has autism.

He is not an autistic boy. That would imply that not much else about him matters.
well it sounds that way to me. Plenty of people don't have an issue with it
