Decanting fragrances

Read various articles online, some of which say it’s illegal to decant fragrances and resell in UK and EU countries. Some other articles say otherwise.

Can anyone share any information on this at all?

I should imagine it isn't legal as you could literally be selling anything, at best it needs to be fully labelled to comply with regulations. Plus, you can't use the trademarked names of the fragrances you are selling if you are decanting into your own vessels. Then there is the issue of posting products if you intend to do so, as I believe products must be sent in their original bottles.
