Too young for rapid return??

My 19 month old seems to think rapid return is some kind of hilarious game!! He recently climbed out of his cot, head first/tipple over style and so I had to take the side off his cot. For the last 3 nights it has taken over an hour of putting him back to bed before he'll fall asleep. He follows me out of the room and when I turn round he runs back and leaps back into bed!! He doesn't seem to notice that he is being really annoying. Wondering whether to stay in the room with him while he goes to sleep. Is he just too young? Help help help.

Yes, he is too young to comprehend it, IMO. So your options are either to continue (because what you are actually doing is just allowing him to wear himself out and when he is ready he falls asleep), or make sure his room is safe, and put a stairgate on the door. Then he can roam in his room safely.
