Why are naps such hard work?

I remember naps being hit and miss with DS until he got to 18 months and went to that one long post-lunch nap. DD is currently approaching 3 months and hardly ever sleeps for more than 30-40 mins in the day, even though I know she is tired. If I put her down too early she screams, if I put her down too late she screams. If she doesn't scream when I put her down she screams when she wakes up cos she's still tired.
