Duvet tog ratings

Can anyone tell me what tog rating I should use for my toddler in her cot bed? Now its winter I feel that the 3 tog one I got for the warmer months is a bit light. I saw one in John Lewis which was 7 tog but didn't know if that was too heavy, She is 22 months old.

ds1 has a 4.5 but kicks it off mosyt nights because he gets so hot.
ds2 has erm, a thin mothercare one, I can't remmeber what tog it is, 1.5 or 2 maybe? seems ok for him

you can always chuck a blanket on top if you think she is getting cold. 7tog would def be too much for my 2

a cot bed should be a maximum 4.5tog with a single bed being maximum around 10.5 tog
