Advice on how to get toddler to sleep at night.

My dd is 22 months and always struggled getting to sleep at night but it seems to be getting more and more out of hand.
She has a solid (I think) bedtime routine of bath, stories, quiet piano music on tonie box with lights out and cuddle in bed. However after a couple of minutes of fidgeting she is up again- I always stay with her until she falls asleep, often it’s 10pm by the time she is asleep.
She is currently in the dropping the nap stage so some days will wake at 7am and not sleep until 10pm. On days her older sister is at preschool she will often nap in the pram so at least she gets a little daytime sleep but it doesn’t help bedtime.
Her second molars are coming in so she often had calpol or ibuprofen and anbesol before bed.
I feel at a real loss of what to do with her, she must be so tired! Any ideas what I am missing here?

Is she dropping all her naps? Or just one?

@FanofLeaves she is dropping her nap 5 days out of 7 I would say, so usually she has no nap but occasionally she will have one and it’s usually a good two hours when she does or she will one day a week fall asleep at 6pm and have a very restless nights sleep with lots of wakings. It’s just a mess.
With my elder daughter she started sleeping 12/13 hours a night when she dropped her nap but dd2 is really struggling, her sleep has never been good and she’s always struggled to switch off at night though.
