7 year old is too hyper at bedtimes

Every single night without fail is a nightmare with my 7yo. He starts messing about with his brother (brothers sleep together) and always takes a while to go to sleep. Most nights it end up a shouting/screaming match as I'm getting fed up of it. He's also started asking to sleep with me again but don't want to go down that route again as I think he should be able to sleep in his own bed on his own by now. Any tips would be appreciated.

Is them sleeping together the only option? That sounds really tricky. What time is bedtime? Is he tired enough?

what’s the bedtime routine? Bedtime story, cuddles etc?

No, he has his own bed and his own bedroom but doesn't like to sleep on his own. Hasn't slept on his own since he was in a cot so that's another thing I have trouble with. Bedtime is round about 9:00/9:30 but takes a while to settle down so is sometimes after 10 o clock when falling asleep. I've tried bedtime stories but he loses interests too quickly. I used to have to lay with him until he fell asleep aswel but that used to take upto an hour also. So no me time before I go to bed.
