15mo stands and cries in cot but will fall asleep on our bed

My 15mo daughter is sleeping worse than ever, 3 wake ups on average and normally ends up in our bed because I've lost the will the live.

She used to fall asleep in her cot (with some protest) with me staying in the room with her and singing / patting the mattress if needed. But for the past couple of months whenever we put her in her cot she stands up and cries and anything I do (or don't do) can't get her to lay down. I've been holding her to go to sleep but she's been so wriggly and gets upset when she can't move so the other night I put her on our bed after a cuddle and she rolled around and went to sleep in 10 mins...

Any advice on what to do about the cot and / or multiple wakes? I've been anti sleep training until now but the current situation is making it feel like the only option, my main worry is that because she won't lay down (however long she's been stood up crying for) that it just won't work (or would be so so distressing for her that I'm not sure I can stomach it)

She wakes around 6 (in our bed) and is down to 1 nap and normally sleeps 1.5-2hrs a day from 12.30/1 to 2.30/2.45. Bedtime is bath, stories and bottle of milk and more stories aiming to put her down between 7/7.15

I'm tempted to try a floor bed but our space is so limited right now (moving in a couple of months hopefully) that if it didn't work I don't know what we'd do with the mattress etc

I would definitely go for a mattress on the floor and a baby gate on the door. Sounds like it would make all of your lives easier. Or even just putting her cot mattress on the floor for a few nights and you settling her cuddling on that.
