9 month old multiple wakes

So our 9 month old is a rubbish sleeper, not uncommon, I follow napper app wake windows and nap schedules.
He's on 2 naps a day in general, they can be anything from 20 mins to 2 hours.
He goes down beautifully at about 7pm depending on when last nap was (never after 4pm) but he wakes up constantly all evening long!
He went down at 7pm tonight and it's now 9pm and he's woken 4 times.
He will only be soothed if we pick him up and rock him back to sleep.
How can I stop this?
Would sleep training work even though he's already fallen asleep?
We use white nose, cool dark room, appropriate sleeping sack!
Just to add the wake ups go on all night, we co-sleep with a sidecar cot. We plan to move him to his own room as soon as it is fit for purpose!!

My little boy was the same. He's almost 2 and a half and still isn't a great sleeper I hate to say. We tried everything like yourself so I can't even advise but he has definitely got better over time, he only wakes once, maybe twice a night now. It doesn't seem it just now, but it does get easier x

Sorry just to add, there was a point he was waking up at least 9 times in the night, it was hellish

Sounds awful !
What does he wake up for ? I mean, what do you usually do to put him back to sleep ? Cuddles, milk, lullabies...?
Have you tried making it super boring for him ? (no talking, no lights, etc)
When he wakes up do you give him a chance to self soothe before going in ?
If he's hungry, maybe try to give him a snack or a bottle shortly before bed.

We are in the same boat and it is awful. We had a couple of nights recently with only 3 wake ups between 12am-5am and the only thing different was we happened to do slightly later bedtime those days due to travelling back from family? So this week, going to aim for 8pm bedtime and see if that makes a change. Doesn't help that there is always something to interrupt the routine, like a virus or teething. I'm back to work in a month and absolutely dreading trying to function in a job when I'm so exhausted.

It's slightly reassuring that we aren't alone!
I have no idea what is waking him!!??
When I go to him I try to just pat, but normally he needs picking up for a cuddle.
I don't turn on any lights, no speaking, boring as I can! I usually sent DP in too avoid him wanting boobs!
I may try a later bed time??
Willing to try anything!
