Extending short one nap?

How can I help my 16 month old DD extend her one nap? She's been on one nap mostly for about 7 weeks now. It's remained short and I thought it would get longer.

Early wake days at 4.30/5am are REALLY long for her because she's not a big day sleeper. We switch her to two naps on those occasions so she has a 1 hour nap around 9am and a 30 min nap around 2pm. (4.5 / 5 wake windows). Then bed at 6.30pm.

When she does wake at 6am she's on one nap at 11.30 and sleeps for 1.5 hours (bed at 6.30am) or 1 hour (bed at 6pm). I'm trying not to go over 5.5 hours for wake windows, but sometimes it's more like 6 hours.

If she had a longer one nap we could move bedtime to 7 or 7.30pm and she would get her 11 hours but the maths just doesn't add up with this short nap.

An help gratefully received! I have found zero info on this situation online - everywhere just says 'the one nap will lengthen' (but it hasn't).
