2.5 year old so difficult to get to sleep

My boy just cant get himself to sleep. We do a full routine which he loves of bath books and milk and he is dead calm but as soon as it's time to go to bed all hell breaks loose. It is at least 2 hours to get him down with constant screaming and fighting. If I take him out in the car for a drive though he is down in 5 minutes. He has a speech delay and only says a few words but his understanding is good and was potty trained other than nights at 2. If he wakes in the night we can sometimes get him down other times it's a full bottle of milk. Pretty sure he is on the spectrum but any advice would be great. Do I let him scream and fight me for 2 hours or have to drive him round for every nap and bed time?

Also forgot to mention he has a hell of a temper during the day if he doesn't get his own way so feel like he is really struggling to handle his emotions which is probably got something to do with it

Not really. We've learnt some better coping strategies like making sure he is worn out with some exercises around an hour and a half before bedtime, making sure he is also well fed at this time and turning most of the lights off in the house so he knows its bed time. Other than that no still very much a struggle. Best advice I could give is just walking a way when it gets too much. As soon as I get worked up or angry he is never relaxing and going to sleep.
