2 year old nap saga

My little boy (age 24 mo) has always been kind of a low sleep needs baby but recently he will nap for as little as 30 minutes up to 2 hours in the day and not at a consistent time can be anything from 11am until 2pm when he goes asleep as I try to not let him sleep after this 😩 but when it comes to bed time am struggling to get him asleep before 9pm a lot of the time 10pm. We have had the same bath and bed routine since he was about 4 months old and have tried reading, the Tonie box, me singing songs but nothing seems to settle him until he is ready himself to go to sleep. He still gets up around 7am so is only havinf 9/10 hours sleep a night I just don’t know what’s happened and would love some tips or advice from anyone who has gone through this.
Also when did you turn cot bed from cot to toddler bed ? Never been a self settler and always needed cuddles to sleep which is actually my favourite part of the day as I know it won’t last forever so putting him in bed awake and just leaving him is not an option. All suggestions welcome as he isn’t even tired after 8 hours in nursery anymore which is making me think the nap needs dropping but he does seem like in the day he needs it.

Mine were in a single bed with a roll out bar by 2 years. I found they slept better in a bed.
