7 year old doesn't sleep at night.

Dd is 7 and goes to bed at 8pm, she is very good and stays upstairs but when we check on her between 11-12 on our way to bed she is always wide awake complaining she can't sleep.
She gets so frustrated when she can't fall asleep.

She has a routine bath and bed, reads a chapter before lights off, we've tried putting a film on to see if she'll nod off to that but she's still wide awake when it ends so that didn't work.
We've tried earlier bedtime/later bedtime but she's wide awake most of the night and just can't sleep.
I have no more ideas, she is always awake in the morning when I get up at 7 and I'm sure some nights she hasn't slept at all, yet never seems to be tired.
Any thoughts on how we get past this?

There's no distractions keeping her awake, we are downstairs and tv is on but quiet and can't be heard, there's a downstairs toilet so no disturbances to her in any way.
