Anger at bedtime

My four year old has always been a good sleeper, however recently she has become more and more difficult, she comes out of her bed and comes downstairs on multiple occasions. We do everything in terms of the bath and story and bed routine yet still it takes hours for her to eventually go to bed. We have tears, tantrums, the "Mummy I just need to tell you something" she tries everything. But the thing I feel most guilty about is that on about the 7th time of her coming downstairs I really start to get angry, I am a working mother and have a 2 year old as well and I cant cope at the exhaustion of the difficulty of bedtime. She then cries, I have guilt that I have shouted and I am desperate for any advice or help of what to do. I want bed to be a happy nice place for her.
