Baby cold at night- layers?

DD 15 weeks has been sleeping poorly this past week as the temperature has dropped. She currently sleeps in a short sleeved vest, fleece sleepsuit and 2.5 tog bag. The room varies between 17-18 degrees.

I’ve noticed that she wakes up hourly when it drops temp in the middle part of the night through to morning and when I feel her chest it’s cool so I think it’s because she’s cold. I’m dressing her according to all the guides for the temperature but can I add extra layers to her? I was thinking either an extra vest and blankets? I’m anxious about her overheating. Is it possible that some babies just feel the cold more?

My 15 month old had been wakening in the early hours and he was cold, his room was cold as we don't put the heating on overnight. He was wearing a vest, socks, fleece pjs and a 2.5 tog sleeping bag but now I tuck a blanket around him too when I go to bed and he's been sleeping through again since that. When he was a young baby last winter I used to put socks on his hands too
