Bedtime nightmare with nearly 4 year old

For a long time my nearly 4 year old has been going up to bed at 7 with not too much bother - gets into bed, story & then I leave her to go to sleep.

the past week she has been a real pain. Climbing out of bed, coming downstairs and appearing not in the slightest sleepy!!

its becoming an issue as it’s disturbing our 1 year old who she shares a room with & I am now spending my whole evening running up & down the stairs & it is well after 9 before she eventually conks out to sleep.

is this some kind of sleep regression? Should I just keep her up a bit later? I’m really loosing patience with this so any suggestions / empathy much appreciated!!

It's the Christmas holidays so I'm assuming there's been a lot of excitement and fun- they may still be wired from that.
Can you spend the afternoons really tiring them out- lots of fresh air, long walks, playground or park. Then a good filling dinner, a soothing bath, maybe something quiet to watch or read and a slightly later bedtime? That's worked for my DC the last few days.
