Nap dilemma - 9 month old

Ever since my 9 month old has dropped to 2 naps, bedtime seems to be getting pushed further and further back.
He use to have a pretty solid 7pm bedtime but now it’s more like 9-9:30pm, because he simply isn’t tired at 7 any more.
We’ve always followed his lead when it comes to naps but I want to go back to a 7pm bedtime because I want my evenings back!
Currently he wakes at around 8am, takes a nap at 11 till 12:30pm, another nap at 3:30-5pm and hence why bedtime has shifted till 9 as I think his wake windows have increased so that last one he needs about 4 hours before he gets tired.
He’s definitely not ready to drop to one nap so I’m thinking to maybe wake him from his naps but does anyone know how best to manage this? I.e. which nap should I cut short and by how much? I don’t want him to get overtired and feel like he does genuinely need 3hrs daytime sleep so I’m just a bit confused as to what to do?!

Or perhaps he is ready to drop to one nap IF he took that at 12-3pm? I just don’t think he would sleep that long but maybe he will.

Cut the morning sleep to around 45 mins and pull the afternoon sleep back.

Ideally, try and put him down earlier for the first nap as well. Maybe wake him at 7:30am, down to nap at 10:30 -11:15.

You need to lose that 2nd nap. Try and aim for 1 nap 12pm-2:30pm.
