11 month old naps

I have 11 month old twins who have always been really good sleepers. Always sleep all night and never any issues going down. The problem the now is the last nap. Our day is pretty much the same every day and goes like this : 6/6:30 wake, 10am nap, 11:30 wake (I always cut this nap at 1hr30mins, they would sleep longer if I let them) 3pm nap and then always have them up by 4pm.

I feel like they are never tired at 3pm but if I leave it any later, it’s getting into the danger nap zone!! I feel bad putting them down as they don’t seem tired and take a while to sleep but I know they need the nap. I’m not sure if it maybe means I should make the morning nap even shorter?? So then the wake window would be longer before the last nap. Or does it mean they want to move to 1 nap?? Really unsure. Helpppp

Could you shorten the first nap even more, say to one hour? They might be more tired then for the next one?
