Open plan lofts/sleep and routine

Our DS has been having all sorts of sleep/colic problems. Cranial Osteo has helped, as has infacol, but he will still pretty much only sleep when cuddled. Establishing a routine has proved completely impossible. The trouble is we live in an open plan flat. There's little privacy, nowhere he can have dark and relative quiet, etc.
What DW and I would be interested to hear if anyone else who live in similar circumstances had similar problems and how you dealt with them. Here's hoping.
