My 7 mo keeps waking up at 11pm...

My 7mo for the last two weeks or so has started waking around 11pm every night. He sleeps roughly 8-11pm then wakes up and cries. We always try replacing his dummy and patting him and putting his lullaby music on first for a few mins, but it never settles him at this time. So we pick him up and either I try to breastfeed him or DH just settles him back to sleep. Usually if I go down the breastfeeding route he fusses on and off the breast for a couple of minutes and then wants his dummy, and me or DH cuddle and pat or rock him to sleep after. He then usually wakes again anywhere between 1 and 4am and at that time he will have a 'proper' feed and settle straight back to sleep after, a calm breastfeed or a bottle of formula. Whether I breastfeed him at the 11pm wake or not makes no difference to the time he sleeps after it, as in he doesn't tend to sleep longer after a feed than if DH just cuddles/pats/rocks him to sleep then anyway. So we are concluding he is not hungry when he wakes at this time...but why is he waking and what should we do? Stop offering milk then and just resettle him every night? Will he eventually stop waking at this time? He used to sleep straight through til about 4am, have a feed and then back to sleep til 7 or 8 when he was 3-5 months old...and then decided he didn't want to do that anymore...
