Bf 8 week old babys bedtime routine takes forever!

Please help! I begin the nighttime routine around 9pm (have tried earlier times but doesn't work).

I bath her, take her upstairs, give her a little massage with white noise, take her to bed with me and feed her lying down until she falls asleep and then slip her in to her own bed. If i don't feed her to sleep she's incredibly unsettled and screams uncontrollably.

The problem is that it takes until 10.30/11pm for her to fall asleep doing this - if i try to put her in bed before this she wakes up and we go through the whole routine again. I know she isn't feeding the entire time but is suckling, have tried a dummy but she's just not interested! Is it normal for it to take this long or is there anything I can do to speed up the bedtime process? Thanks!

Are you waiting until she's in a deep sleep before putting down?

Have you tried different makes of dummies?

I remember the 9pm bed time but I would bath before this tbh and at 9, take her up and feed.
The 9pm bath is late more so for you to be getting her sorted if that makes sense.

I think fairly normal but our bedtime routine at that age was sit around chatting/watching telly/cluster feeding until the grown ups wanted bed, then carry baby who may or may not have been asleep up with us. We just have the one though which makes it easier.

keep a light finger on the dummy for 10 mins, sometimes it takes a while for them to really get a grip on it
try a swingy thing
do try much earlier (like 5pm ish) - she may be over tired
