13 month old sleep issues

Hi. First time poster! Sorry in advance for the long post!

My son's never been a brilliant sleeper and was waking up every hour until the age of 8 months. Out of desperation, we tried CC and this seemed to work at first and we got a couple of weeks where he was waking up just once a night for a feed. Unfortunately things then took a turn and he started waking several times in the night and the CC method just seemed to stop working. He'd toss and turn for hours. Perhaps I should have persevered but I just couldn't take the crying so I eventually gave in and went back to feeding/rocking/patting him to sleep when he woke in the night. He didn't wake as often as before, maybe just 3 times a night and he'd go back to sleep quite quickly so it was working for us. Since he hit 11 months though, not even the feeding to sleep seems to be working! It can take up to 3hrs to settle him. He then fights both his naps during the day even at nursery where he was sleeping brilliantly before. This has been going on for a couple of months now. I've been back at work for a while and the limited sleep is starting to get to me! Has anyone been in a similar situation? What seemed to work for you? Should I drop his second nap?
His schedule is roughly:
Awake: 6:00
1st nap: 9:30-10:00
2nd nap: 13:00-14:00
Asleep: 18:30 to 19:00 (depending on how tired he seems).
He then usually wakes at around 20:30 for a short period and then at 22:00 can be awake for up to 3hrs. He then usually wakes again once more for a short period.

My son is 12 months so not too different in age to yours. The only thing that looks a bit out to me is that the second wake window is a bit shorter than the first. Maybe try bringing the first nap a bit earlier and see if he'll do an hour instead? No idea if that will help your nights but anything has to be worth a try right?

My son's wake windows are currently 3hrs, nap, 3.5hrs nap, 4 hrs bed. I wake him at 11 from the first nap if need be and at 4 from the second one otherwise it's a disaster but if he naps earlier I just let him sleep as long as he needs.
