Moving toddler to older child's room!

Hello!

I have a 13 month old son and a 6 year old son, my 6 year old sleeps great but wakes quite early maybe 6am, if we aren't up until half 6/7 some days he just plays with his toys in his room until we come and get him usually.

I want to move my 13 month old into the bedroom with him, but my problem is, he still wakes in the night. Sometimes not at all, sometimes once and sometimes if he's poorly it can be a lot.
He goes to bed a dream at 7:30 and sleeps until 7:30 whether he wakes or not.
I don't think it's fair for my 6 year olds sleep to be disturbed but I don't want to leave it too long and have a problem moving the baby to the other bedroom.

Has anyone else had this problem? I'm trying to hold out until my youngest sleeps through but every time he starts to he ends up waking again occasionally.

Is it unfair to put the boys in the same room now?
