DS (17 weeks) now wants to sleep for about 2 hours for his morning nap and then maybe 20 mins for his lunch time one and then is totally refusing to have an afternoon one and is exhausted by bed time - Do you think i shouldn't let him have a long one in the morning? I have tried everything to make him sleep in the afternoon but he keeps his eyes firmly open whatever i do! any tips?

Perhaps you could waken him after about 45 mins in the morning. He should then sleep longer after lunch. I used to do this with dd2 when I was trying to get her to have a longer lunch time nap.
