Overtired hyperactive 15 month old

My little one has been waking very early in the mornings, having a 30minute nap at 9am (which I wake him from so that he still naps later on) and his bigger nap at 1pm which can be anything from 1 hour to a very rare 2 hours. When napping not very much and waking early morning he is clearly overtired as grumpy in the day and then overtired at bedtime which is shown by being very hyperactive, clumsy etc. How can I calm him for bed? We always do a wind down routine of bath, massage, pj's, milk, story and bed since he was a newborn. He just gets so awake as soon as he is placed in the cot and then it takes him ages to fall asleep which doesn't help the overtiredness. He is amazing and getting himself to sleep by sucking his thumb. We don't have tv etc an hour before bed. Just don't know how you calm them down from their crazy mood!

He will be over tired and that over tiredness causes him to get a bit hyper.

I'd suggest allowing a longer morning nap alongside the longer afternoon nap. At 15 months my own DD was self settling (with a dummy) for 1.5-2h starting at 9am and then another 1.5-2h starting at 1.30pm. Sleeping through 8-8.30pm to 7-7.30am.
