How to get 4yo to settle?!

Bedtimes are a battle. But, once he's actually in bed he's struggling to settle himself and is awake for ages. Then he becomes bored and the problems start again. More often than not it's taking 2+ hours for him to settle which is past 9.30 and far too late.
We do no screens from 5pm. He has a weighted blanket and sleep spray (I was desperate to try anything!). We make sure he gets outside for a good walk for at least an hour a day, usually 2 hours. He doesn't watch loads of tv - spends most of the day busy playing / doing homeschool work / helping around the house.
We've been waking him about 7am to try to make him more tired for bed time. Once he's asleep he's usually fine, it's just getting him to stop fidgeting that's driving us crazy. Help!

Are you trying to out him to bed at 7pm? Is he actually tired then? It may be that he just needs a slightly later bedtime, my 4yo we aim for 8.15. If I put her to bed any earlier, she isn’t tired and stays awake for aaaaaaaages and is then tired the next day
