Do I need to cut the nap down?

Toddler is 15 months. Bedtime taking aaaages. Starts at 7, I'm still here holding an awake child 50 mins on. We have a routine PJ's, teeth, story, milk. I've not managed to get him to sleep in the cot, or go to sleep awake on his own but never managed it with my DD either so I'm not hugely fussed if I have to feed to sleep still. But it's just taking so long now!

He's having one nap a day usually between 12-2. It's usually an hour long.

My DD dropped all naps at 18 months. Do I need to limit his nap to get him to bed sooner?
