Help me crack bedtime! 4/8yrs

Hi, would LOVE some advice on how to get my 4 and 8 year old to go to bed better. It’s got progressively bad over lockdown and now I’m lucky if both are asleep by 9:30/10 pm 😬
The four year old just talks talks talks and although is almost falling asleep at 5 pm is suddenly FULL of energy at 7pm.
The 8 year old hates being in his bedroom alone at night/ wants to be with us. Up and down the stairs. He says he can’t fall asleep- often reading til 10pm. He looks shattered.
So please, tell me how to ‘super nanny‘ these two to decent bedtime.

how big are each of your dc's bedrooms? Would it be possible for your dc to share a room (bunk beds?), so when your 8 year old is in his bedroom he isn't alone, and then you could turn the other room into a playroom for the 4 year old so they still have their own space? You could also use the added thing of 'you need to be asleep before ds comes upstairs!' to your youngest.
