1 year old whimpering and thrashing around all night long

My DS is 1 next week and at the moment we’re struggling with his night sleep. He is literally thrashing around and moaning and groaning in his cot all night long. Sometimes he stays asleep and sometimes he wakes himself up. He used to sleep in a Sleepyhead and I’ve tried putting him back in that but it doesn’t help as he still does the same thing. It’s like something is bothering him. I thought it could be his teeth but he hasn’t done this previously when teething and strangely he doesn’t do it for his naps. I don’t want to turn the monitor off because I wouldn’t settle but it is waking me up constantly, I’m exhausted and DS doesn’t seem well rested at all when he wakes for the day.
Could this be developmental? He had a development delay with his gross motor skills and after physio he learnt to sit independently, roll around the room and is now trying to crawl all in the space of 3 weeks.
