Waking early

Anybody have a similar experience/can tell me it will pass or offer advice?
My 16w old was going to bed around 9.30 pm a few weeks ago and waking ~2.30-3am and going through until morning although was very fidgety in the early hours.
We gradually have been bringing his bedtime forward (without it having affected his wake time in the morning) so it is now around 7.45-8pm
For the last 10 days or so he is waking earlier for a feed (which is to be expected) but then waking around 4.30am which is not really near what his feed time should be but the main problem is he is refusing to go back to sleep in his cot and will only sleep in our arms. If we do get him back down he will wake after one sleep cycle.
I have tried feeding him, not feeding him, giving him dummy etc but none of it seems to make much difference. He is BF but I gave him some formula the other night which made him go longer to the first feed but still woke at 4.30. He seems still tired just not tired enough to get back down.
I also hear him wake at other times but he just sucks his hands and falls back asleep.
He has only napped for 40-45 mins during the day for ages so I just try to squeeze in as many of these as I can (every 2hrs 3-4 x per day) and he wakes 2hrs before bedtime.
Is this possibly a sleep regression? Should I wait it out or do I need to actively change something. At the moment we are taking it in turns to hold him for remainder of morning, in dark, no stimulation etc.
