Toddler waking up VERY wired - quite specific question!

Hello everyone
I am asking this question for my sister, who has a beautiful 2 year old daughter. She's never been a great sleeper ( in fact, she's been mainly terrible) but seems to wake in patches at 1/2/ 3 am in a completely wired state and cannot be calmed down or put back to sleep. It's as if she's trying to escape her own skin, if that makes sense.
She has issues too with unidentified hives/ urticaria that seems to flair with any number of things ( my sister has an NHS referral lined up).
I think, in a completely unqualified manner that my niece's sleep issues and her allergies could be in some way linked, and I was wondering if anyone has any experience of this, and if so, what steps they took?
