HELP!! 9 month old waking 4:30am!!

So my 9 month old has been doing this since about 6 months so pretty sure it's not a 'phase' now 😂
He goes to bed around 7pm, has 2 naps a day both about 1hour15, good eater of solids and milk, has an 8oz bottle before bed. I dont know what I'm doing wrong!!
I've tried all the usual, later bedtime (he literally falls asleep on me by 7.15pm so this hasn't really worked), longer naps, temp of his room, porridge before bed, none works!!
Have tried controlled crying and this will work for a day or two, but then reverts! I know if I could do for a week it would work as did for my first son but he accepts it after day 2 then day 4 he'll start up at 4.30 again. My eldest starts school in Sept and I'm worried for him as inevitably the baby is waking him at 5am every day which is unfair on him.
Not really sure if theres anything else that can be done but wanted to put it out there to you helpful lot just incase as I'm at my wits end!

Do wake to sleep.

Go in 45 mins before he usually wakes (3;45) and gently rouse him. Don't wake him - just enough for him to murmur or roll over. You'll get another 1.5/2 hrs sleep from him.

Do it for 2/3 nights.
