Night Sleeping Help - Water

Sorry if this has been asked

Long story short - we have a 1yo who sleeps great during the day but her awake time is 5am, her bed time is 7-8pm.
HV, doctors, advisors have checked and she’s healthy, happy, is teething but nothing too bad and managed with calpol etc if bad and she gets 3filling meals as well as her milk (around 35oz through the day)

They also looked into why sleep training has failed every time and been told “some babies can’t deal with it” and becomes hysterical no matter what method we’ve tried since 6m
We’ve tried YouTube, bought the books etc and we’ve exhausted our options.

The problem we have is LO wakes at 1130 for up to an hour, then 2am for 1-2h then wide awake around 4-5am so we don’t get any sleep. My husband and I both share night wakings but husband leaves for work at 530am and I work nights and don’t get in until 11pm
She gets a bottle at 2am feed as it at times helps her sleep quicker but not every time.

The question I have is the only option we haven’t tried removing the feed at 2am and been told to remove milk completely and give her only water - we tried it last night and she was up for 2h and would only take a sip before pushing it away.

Does changing to water actually work? Can it help her drop one of her wake ups?
I’d happily take the 1130 and 5am wake up if she could drop the 2am wake up
Is this something has tried and does it work? I see lots of advice on the net but not many experiences.

Any help would be great - we are desperate that we’re trying might milk now 😂
