11 month old won’t settle in her cot

Help! Our 11 month old just won’t settle in her cot for longer than an hour tops. Usually much less than that. She’ll sleep if she’s on the sofa with us in the evening and we usually have to co sleep to get any sustained sleep for us all! But put her in her cot and she just won’t stay asleep.
We have been persevering with putting her in her cot at 7.30ish and going up to her 3 million times but it’s just not getting any better. We end up bringing her in with us by midnight these days. I’ve tried to be consistent with the way we do things at bedtime, I’ve tried bed time milk, tried white noise (she usually wakes when that stops), tried music, tried light on, light off. Tonight I tried leaving her to cry but she just ended up getting really wound up- there was no way she was gonna settle herself.
An issue is she’s our second baby and we’ve always gone into her when she was really little because she had a cry to wake the dead and we were scared she’d wake her older sister- whose slept like a dream since 8 months! So she’s not good at self settling but that might be our fault.
What can we do? It’s not good for stress or anxiety levels, let alone sleep. Any advice/fellow sufferers/thoughts gratefully received!

Why don’t you try a floor bed? I tried to persevere with a cot for my daughter - she is 2 now and had never slept in a cot as a gave up 😂 she’s in our bed currently but she’ll be moving to a floor bed in her own room.
