How can I get my 2 year old sleeping through again?

Does/ Did anyone else's 2 /3 year olds go through a stage where they are constantly getting up during the night?
About a 6 months ago our eldest figures out he could open the baby gate and come into our room. Some nights he can come in consistently.
I spoke to my about possibly changing the gate and his response was he will still wake up and be at the gate. Which is true. We think that because his little brother is in our room he just wants to be with us as well.
We have tried dropping his naps during the day, we have tried getting back into a routine again. He still comes in. I have tried being sturn and telling him off but then some nights he spends and hour in his room crying.

Is this going to go away? Or is there something I can do? Do you think i should get another gate that he cant open? With both the kids I probably have 2 hours uninterupted sleep and it's killing me.

My twins will be 3 next month and are still in cots and grobags for just this reason. Sorry can't be of much help OP 😕 We used a sleep consultant (phone appointment) when we had trouble and I would really recommend that. PM me if you'd like her details.
