Changing bedtimes - any bright ideas?

Dc1 is 4.10, dc2 is 2.6. Currently they both go to bed together (they share a room) - upstairs at 7 and lights out at 7:30.
Dc1 wakes at 5/5:30am pretty much regardless of bedtime - she’s just an early bird. However she goes to sleep quite easily (unless she has had a nap) and I do think if she had a slightly later bedtime we might be able to stretch her to 6am.
Dc2 will sleep later - until 6:20/7am but struggles to go to sleep at bedtime (it can take her over an hour some days) - she doesn’t nap on the whole.

I’m trying to decide do they both need a later bedtime? Or should dc2 stick with her current bedtime and just move dc1 later? (And if so - how do I manage this - they’re used to going to bed together and I imagine dc2 would be upset and def would still be awake at dc1 later bedtime anyway). Or does the current 7/7:30pm bedtime sound ok?
