19 month old wakes crying

I'm at my wits end. I have a 19 month old and a 4 week old so not expecting to sleep much but my newborn is amazing and only wakes a few times. My toddler on the other hand wakes up frequently throughout the night and needs comforting each time. This isn't new- happened before newborn. Sometimes it can take an hour to settle him, only to have him wake 15 mins later crying again. He kept wanting to drink squash so I've now changed it to water. He's had his ears checked and teeth. He has a good routine and goes to bed every night at 7pm. We have story and he is asleep by 7.30. He then starts waking around 10pm onwards. Any tips please? I'm sat on his bed crying as I can't take much more.

What's his daytime routine? Could he be suffering from reflux? Flare up could be due to teething? Any Food allergies? If he only started waking after baby it would seem he was needing the reassurance but it happened before then he might need a bit of sleep
Training if the above things are ruled out
