Cold room and 4 month old

My 4.5 month old and I are currently sleeping in my in laws gyspy caravan hut thing in the garden (temporarily) . It's pretty lovely - got a shower room, heater, king size bed and room for cot. It's been 20° in there this week, dropped to 18° when I put my daughter to sleep down there last night at 8pm. This morning, I woke up and the monitor tells me it's 14°.
She's in a vest, sleep suit, 2.5 grow bag and I put a blanket over her too when I went to bed last night. She woke up at 5am so I bought her into bed with me for a cuddle as her face and hands were cold (though back of next and chest were warm).

Is 14° too cold? I switch from thinking that babies survive in very cold countries and I just need to add a later maybe, to thinking I need to move get another heater in there to make sure temp is higher for her overnight.

Can I ask your advice?

No, it's not. As long as her core is warm she'll be fine.

My dd was considered at risk for SIDS. I was told to keep the bedroom at a MAX of 18 degrees, preferably 16 degrees.

If she's cold she'll let you know - loudly.

You can get 3.5 tog gro bags and ones with long sleeves op they might be better?

Great, thanks everyone. I'll try and get a cheap 3.5 tog bag - I've asked my Nan for one 6 months+ one for Christmas but doesn't help now!

These gro bags are bloody expensive. She's got loads - new born ones, 1 tog ones, 2 tog ones, 2.5 tog ones, 0-6months one, 3 - 6 month ones... 🙄 fed up with them now.
