Early evening crying

My LO has always been really good with sleep,
We recently weaned off the dummy and it went surprisingly well about three weeks ago.
Her first tooth also popped though around the same time and she had a cold for a week.

But for the last week/ten days she's been really unsettled in the first few hours

Our evening routine is-

5pm 7oz bottle
6pm dinner
6:30pm bath
6:45pm songs/story
7:00pm sleep for the night

Between 7-10 she will cry once an hour, as though she's in pain, sometimes crawling and head butting the side of the cot or standing, other times just crying. But always eyes closed and seems asleep. It can sometimes take 30mins to calm her and resettle her

It's really upsetting to see, is it more teething? I'm just not sure if I'm missing something really obvious??

After 10pm she usually sleeps though to 7am
