No idea where to start getting my son to sleep

Hi, my 15 month old son stopped breastfeeding to sleep in January (13 months old) and starting needing a Little Rock and he’d sleep then he didn’t need much comfort if he was tired enough. Now I have to rock him until he’s completely asleep.I don’t mind the cuddles in fact I love it but I have a twisted lumbar and a knee problem so rocking him for over 40 mins a night is getting impossible not to mention he’s heavy. My OH also has a knee problem and he has a hip problem so he can’t physically take over at all. How can I get my son to sleep without CIO cause we’ve tried that he gets worse the longer you leave him and the whole wait a few minutes and go back in doesn’t work cause every time he’s sees either one of us he wants to be held you walk out and he’ll scream even worse than before. I feel drained I feel sorry for him and he’s not sleeping well which means I’m not sleeping well. Last night he woke up our toddler who then thought it was morning and we had trouble with her. It took us 3 hours to get both to sleep again and then they were up at 7:30 so my Oh and I had 4 hours sleep. We need help as it can’t continue like this any advice experience is greatly appreciated. Thanks in advance.

what happen if your put him down in his cot but rub his belly/pat him/hand on chest etc and stay with him till he falls asleep? Does he fall asleep if lying down next to you or dad?

He rolls over and kicks off like he’ll just cry if I’m in there and not holding him. And if we lay him next to either of us he just messes like pulls faces touches our face sits up and tries climbing over/on us. X
