Baby not sleeping well

Hi
First time poster so please bear with me. My daughter is almost one, she has a very strict routine.Always has I nap during the day sometimes two but always one in the afternoon never to be woken up later than 3 o'clock.
Her bedroom is warm but not too warm, she sleeps in a sleeping bag. We have the odd good night but mostly bad where she will go straight to sleep like tonight the wake herself up.I put her to bed at 6.45 and at 7.30 she's screaming the house down. Last night it was midnight and it was on and off till 1.30. She's well fed and has milk before bed still formula,and then I dream feed her at 10/10.30 I know I shouldn't still dream feed her but I'm worried that if I don't it will get worse.
My HV told me to try controlled crying which I have but its heart breaking to try and ignore her. The HV I saw last week at her 12 month check said the opposite and to go in and try nip it in the bud. Both my husband and I go in often roll her back over as she's on her tummy and sometimes give her a tether it we think it might be her teeth. She's our 2nd so I'm not totally clueless like I was with my first. So for waffling on. Please help me I'm knackered.
