11 month old not napping

Please anyone if you can help. My little one is not napping. She is one week short of 11 months. She has always had a hard time with naps, similar to what I am describing since 6 Months. The first five months she was colicky. Maybe I get one week a month where she Naps. She wakes about 6-6:30 am and I try to get her down 8:30 to 9:00. I have a routine for bed that I do for naps and bedtime. I wind her down and then put her in crib. She is tired and rubbing eyes at this point if not before. I have white noise on when I leave the room. On the monitor I see her jumping on her, bed rolling around, kicking the wall etc. I go in a couple times after 10 min and lay her down with out communicating or looking at her. She will continue this for 2 hrs, she may fall asleep for 45 min to 1hr, but not all the time. This happens for both naps. She is happy and not crying but I’m infuriated bC I know she is tired and needs her sleep. After missing her first nap I get confused if I put her down earlier or try again at 1:00- which would be normal time if she took nap. Today she has been in since 12:45 and it’s now 1:45 and she is still awake rolling around. Her afternoon nap should be 1-3:00 but keeps missing this one to which has me putting her down at night between 5:30-6, she sleeps through nigh and wakes around 6:30. I am frustrated bC I know she is tired, she gets fussy and rubs face, and bC my son went down like clockwork. She is on solids and formula. She is a happy and health baby, so for that I am thankful. It may be more of a control thing for me so I am trying to release that, but again I know babies needs sleep. Please anyone help

My dd was like this .
She never got any better tbh .
I just rode it out and eventually at 23 months she's much better without the nap .
Sorry not helpful just want to say your not doing anything wrong it's just how some babies are .
My dd also appeared tired but would not nap much
At 11 months a good day was two 20-30 minute nap. Often just one of those naps would happen
