10 month old self settling

DD2 is 10 months old. She has congenital heart disease, so we have been probably too soft on her.
Up till her surgery 2 weeks ago she was tube fed overnight to boost her weight gain. All the while she had that, she slept through.
Since that stopped, her sleep has gone to hell and getting worse. Started with waking every 3 hours and fed back to sleep. Assumed it'd get better as she got used to not having the tube feed. However, it's got to the point where she wakes every 30-60 minutes!
She won't take a dummy, she's a thumb sucker, and she has a comfort toy. We have a Ewan the dream sheep, but she wakes when the noise stops. But she wants feeding to get back to sleep. I need to break this cycle, I don't mind feeding every few hours if she's hungry, but I'm getting no sleep right now.
I absolutely will not do CIO, I refused to do it with DD1 and wont stress DD2 out by letting her cry. It wouldn't do her heart any good either. So how do I get her to self soothe with minimal crying?
I thought DD1 was bad, but she wasn't like this at this age.
