Why doesn’t my 13 month olds sleep?

My little guy has always been a terrible sleeper and I feel like I’ve tried everything! His current routine:

6ish wakes
Milk and breakfast
9ish 1st nap - 1-1.5h
12 lunch
1.30 more milk
2- 2nd nap - 1.1.5h
5- dinner
6.30 milk
7- bed

He doesn’t feed to sleep and he does self settle. I put him in his cot and he fusses for about 15 mins but does fall asleep by himself..

The issue then comes overnight. Last night he woke 6 times!!! He’s not hungry as even if I offer milk he won’t take it at night. He stands up in his cot and cries until I come in and place him back down in the cot with his dummy. It only takes a minute but means I’m up constantly through the night! He knows how to stand up and down so I don’t understand why he doesn’t get down himself and why he needs me. It’s like he just wants to know I’m there?

I don’t know what to do? Would sleep trainings even help? He already knows how to self settle and to put himself to sleep.

I’m pregnant and finding the frequent wakings really tiring...plus don’t want 2 babies waking that frequently at night!
