15 month old refusing to fall asleep

She used to fall asleep with a bottle and does for naps - will take her bottle to her cot and drink it then sleep for 2-3 hours at 11am.

Then at bedtime wont fall asleep the same way she does for naps. Wants me to scratch her back or rock her. When I do get her out the cot to rock her she then wants to walk around and sit up. So I put her back into the cot and she goes crazy as she wants back out.

Then I scratch her back but it'll take over an hour until she finally collapses.

She has around 11 hours at night with one wake up usually and a bottle around 2am.

What can I do to help her get to sleep at bedtime? Thinking she may not be tired and to cut her nap but im not sure as online it said her sleep times were about right.

But the falling asleep at 9pm and screaming are just making me pull my hair out.
