Toddler awake for hours at night

I am writing as I am at my wits end and need advice. My toddler has never been a good sleeper and has always had bad patches of sleep so to speak. He is in a toddler bed in our bedroom currently, we used to co-sleep but we were still experiencing sleep problems. He doesn't nap, he dropped that about a year ago and bedtime is 6-7ish. He goes down to bed no problem. He needs roughly 12 hours sleep and does this straight through many nights. However about once a week/10 days he will wake in the middle of the night for at least 2 hours. We have tried a number of things including; good bedtime routine, lots of physical play in the day, a night light, white noise (his younger sister uses this), making sure he isn't hungry or thirsty. However the nighttime waking has become a lot more frequent the past month or so, waking up 4 times in the last week. His sister (10 months) sleeps really well. I am really unsure what to do now, I am trying to get into contact with the health visitor team so hopefully they have some good advice but thought I'd ask here also.

I think there are common sleep disturbances around this time, could he be having nightmares or anything?

I did think nightmares as I know he does have them. Generally though we tend to know when this happens as he will scream and cry. So
I'm unsure whether or not this is the case.

I advise but my son, who will be 3 in Dec, is the same. Not so much staying awake but eg, last night got up 4 times between 3 & 4. He gets back into bed straight away each time but is up again 10/15 mins later. This has become more common with him in the last couple of months. It's hard to work out what is causing all of this. It's been about the third time this week. When he was in the cot he was great but since going into his bed last Dec I think it's just that he automatically gets up when he wakes, whereas in the cot he just turned over and went back to sleep.
You have my sympathy with a 10mth old as well. You must be exhausted
