2 yr old procrastinating at bedtime

I've had success in the past with returning him to bed each time repeating the 'bedtime ds, time to go to sleep'. And just generally being as boring as possible, not giving into his demands, ignoring the tantrums, etc. But it's not working this time.

It's been 2 months and it's still going on every night, for at least an hour at a time. I'm so tired of it I just can't do it anymore. My patience has worn out and I've started getting cross with him on the very difficult nights, which I know isn't helping anything.

I just don't know what to do anymore.

We have a winding down routine of last wee, brush teeth, pjs on, story and quick kiss goodnight. I talk through every stage with him as I do it so he knows what comes next and this routine had previously worked well.
