help 9 month waking every 2 hours in night

please help - my ds2 has never really slept through (oddity after ds1 and dd who both slept through from 6 weeks!) but this last week he has got even worse - he is waking every 2/3 hours (about 4/5 times)i have tried giving him his dummy, then water and finally when he has been up for an hour i give him some milk - he has about 3 oz and goes back off for another couple of hours
he is still in my room as he will be sharing with dd (2.6) and she sleeps really well (7-7or8) even if i get hiom in my bed he still doesnt sleep
he has just cut his top 2 teeth but even before then he wouldnt sleep through
any ideas anyone?

does he sleep in the day?

does he sleep on his tummy or back?

what time does he get up?

he does sleep in day - about 2 x 20/30mins
he goes to sleep all by himself but he is a wriggler/fidget in the night - he goes to bed about 6.30-7.30
he will sleep either on tummy on side or on back!

forgot to say i refuse to get up before 7.30 so he comes in my bed from about 6.30-7
